The only downside is that there is not much in the bottle and it goes pretty quickly, so it is a little expensive

No, duraline has a dry down similar to that of liquid eyeliner. This stays dewy and is for hydration. Duraline is for pigments.

Is this oil free? Can it be used to make thick foundation slightly thinner and easier to blend?

This is basically hydrating skin serum,essence. Something you would use for hydration in your skincare routine, probably after you wash your face. It can also be mixed with primer/foundation if you want a really dewy glow

Does anyone know if this is similar to the smashbox primer oil?

Hi! So the Smashbox primer oil is just a primer whereas this is a skincare item, more like a serum that can also be mixed with makeup/primer if preferred. But it's much more hydrating as a skin care item where is the primer oil from Smashbox just primes and dries on the skin a bit more quickly and doesn't deeply hydrate the skin as much as this. I don't think e.l.f has anything similar to that primer oil yet. But if you mix this with primer, you would get similar results.
