I have sensitive skin, and I noticed that one of the main ingredients is propylene glycol, which can have damaging effects on skin (especially around the eyes and more sensitive areas). Has there been any complaints of breakouts or rashes?

Metal, but it isn't hard on the cheekbone. You need to have a light touch, but it is very refreshing.

I want to know the difference between, e.l.f. Eye Refresh and Illuminating Eye Cream? which of them remove dark circle better, and provides more hydration? and of course which of them is more money saving? how many product dose e.l.f. Eye Refresh has?

The eye refresh includes .38 fluid ounces of product. Though I haven't tried their cream, the difference is one is a cream and one is a serum like liquid. I wish I could give you a better answer, but it all depends on different people's skin types to determine which product is more effective.

Can I use this on my lips?

You can, however it is a thin substance and might feel uncomfortable. I don't believe it would help with anything on your lips, though, because it is made especially for under eyes. It shouldn't actually harm your lips! I don't know exactly why you wish to use it on your lips, but if it is to moisturize them, it may be better to use a lip treatment such as balm. Plus, this product does not smell amazing in my opinion(and it probably wouldn't taste good either) so you theoretically could use this product for your lips if you desire but it isn't made for that purpose and may not provide the service you would like for it to give you.

I'm not sure if I got a bad bottle or if I am doing something wrong. When I use it there doesn't seem to be anything coming out. The tube sounds like there is liquid in it when I shake it. Help?

I shake mine and roll it till it comes out sometimes its stuck.
